Set at Washington’s headquarters in Newburgh, New York, the painting illustrates General George Washington addressing a gathering of Continental Army officers. The scene commemorates Washington’s reading of a Congressional resolution which formally ended the war and provided for the disbandment of the army. This act, and Washington’s continued efforts to suppress unrest among his troops—particularly after the Newburgh Conspiracy earlier that year—underscored his commitment to civilian control over the military. McBarron captures the somber dignity of the moment, with Washington portrayed as a steadfast leader ensuring the fragile new republic remained intact during its transition to peace.
