Lee Resolution for Independence (Front and Back), June 7, 1776 is one of the most consequential documents of the American Revolution. Drafted and introduced by Richard Henry Lee in the Second Continental Congress, the resolution declared “that these United Colonies are, and of right ought to be, free and independent States,” formally proposing separation from Great Britain. Lee, ranking delegate from Virginia, read from this paper when he formally proposed independence to Congress. The surviving manuscript, showing both front and back, offers a rare glimpse into the legislative origins of American independence and the deliberative process that preceded the Declaration of Independence. Lee's resolution sparked the debates that ultimately led Congress to appoint a committee—including Thomas Jefferson—to draft the Declaration. Adopted on July 2, 1776, the resolution provided the legal foundation for independence, while the Declaration, approved two days later, explained and justified that decision to the world.
