Text at the bottom reads "Throughout the summer of 1787 the Constitutional Convention met in Philadelphia to frame a new government for the United States. After much debate the Constitution as shown above was signed on September 17, 1787, and sent to the Congress, which forwarded copies to the state legislatures. By June 21, 1788, conventions in nine States had ratified the Constitution and made it the law of the land. The original engrossed Constitution is on permanent display at the National Archives."
